The trees establish and improve the economic system of green low-carbon circulating development in our province, and promote the comprehensive green transformation of economic and social development. It is a basic solution to solve the ecological problems of resource environment. In order to implement the “Guiding Opinions of the National Institute of Health on Accelerating the Establishment and Improving the Economic System for Green Low-Carbon Circular Development” (National Development [2021] No. 4), and to promote the priority of biodiversity, consolidation, and green low-carbon development, we will prepare the implementation opinions for the purpose of promoting the priority of biodiversity, consolidation, and green low-carbon development.
1. Overall Target
By 2025, the total energy consumption of single-region production in our province will decrease by 13% compared with that in 2020, the total carbon dioxide emissions of single-region production will decrease by 18% compared with that in 2020, and the proportion of green economy in the area’s total production will reach 50%. 2. Improve the production system of green and low-carbon circulating development
(1) Promote the industrial green upgrade.
